 : PREROGATIVES OF THE SCIENTIFIC COUNCIL OF THE FACULTY<\/strong><\/span><\/span><\/p>\n

 <\/p>\n

The scientific council of the faculty issues opinions and recommendations on:<\/span><\/p>\n

 – the organization and content of the lessons,<\/span><\/p>\n

– the organization of research work,<\/span>
– proposals for research programs,<\/span>
– proposals for the creation or elimination of departments and \/ or sectors and units and research laboratories,<\/span>
– proposals for the opening, renewal and \/ or closure of post-graduation programs and the number of posts to be filled,<\/span>
– teacher profiles and needs.<\/span>
He is also responsible for:<\/span>
– to approve post-graduation research subjects and propose the defense juries,<\/span>
– to propose university habilitation juries,<\/span>
– to review the academic and scientific activity reports of the faculty which are transmitted by the Dean of the Faculty, together with the opinions and recommendations of the Council, to the Rector.<\/span>It may be seized of any other educational or scientific question submitted to it by the Dean.<\/span><\/p>\n

 <\/p>\n

<\/span>FUNCTIONING OF THE SCIENTIFIC COUNCIL OF THE FACULTY<\/span><\/strong><\/span><\/span><\/p>\n

 <\/p>\n

The operating procedures of the university’s scientific council are laid down in Ministerial Decree No. 53 of 05 May 2004,<\/span><\/p>\n

 -On Presidential Decree No. 04-138 of 29 Safar 1425 corresponding to April 26, 2004 appointing members of the Government,<\/span><\/p>\n

-On the Executive Decree No. 94-260 of 19 Rabie El Aouel 1415 corresponding to August 27, 1994 setting the powers of the Minister of Higher Education and Scientific Research,<\/span>
-On Executive Decree No. 03-279 of 24 Joumada 1424 corresponding to August 23, 2003 setting the missions and special rules of organization and operation of the university and in particular Article 24.<\/span><\/p>\n

Article 1:<\/strong><\/span> pursuant to the provisions of Article 51 of Executive Decree No. 03. 279 of 24 Joumada Ethania corresponding to August 23, 2003 referred to above, the purpose of this decree is to set the operating procedures of the Scientific Council of the faculty<\/span><\/p>\n

 <\/p>\n

 Article 2:<\/strong><\/span> The Scientific Council of the Faculty meets in ordinary session on convocation of its president once every three months. It may meet in extraordinary session at the request of either its president or two-thirds of its members.<\/span><\/p>\n

 <\/p>\n

 Article 3:<\/strong><\/span> the agenda of the ordinary sessions is established by the president of the council in consultation with the dean of the faculty. The members of the council may, at the opening of the session, add any question deemed useful provided that they are the subject of a request made by at least two-thirds of those present. The agenda of the special sessions and presented to the council by the authority wanted members who requested their<\/span> holding.<\/span><\/p>\n

 <\/p>\n

Article 4:<\/strong> <\/span>The individual convocations accompanied by the agenda are addressed to the members of the council 15 calendar days at least before the date of the meeting. The above-mentioned period may be reduced to the day of convening a special session. The convocations are accompanied by documents related to the agenda.<\/p>\n

 <\/p>\n

Article 5:<\/strong><\/span> Council meetings are valid only if at least two-thirds of its members are present. If this quorum is not reached, the council meets validly, regardless of the number of members present, after a second convocation, sent within 8 days of the first meeting. the opinions and recommendations of the board are adopted by a simple majority of votes. In the event of a tie, the vote of the chairman shall prevail.<\/p>\n

 <\/p>\n

Article 6:<\/strong><\/span> The council draws up and adopts its rules of procedure at its first meeting.<\/p>\n

 <\/p>\n

Article 7:<\/strong><\/span> the results of the work of the council are recorded on minutes transcribed on a special register, east side initialed by the president and deposited at the faculty headquarters. The minutes of the meeting, signed by the president and the secretary of the session, were sent to the rector of the university and the members within 15 calendar days of the date of the meeting. the dean of the faculty makes the transmission to the rector of the university.<\/p>\n

 <\/p>\n

Article 8:<\/strong> <\/span>The council may consult or appeal to any person who, by reason of his competence or interest in higher education and research, is likely to enlighten him in his work.<\/p>\n

 <\/p>\n

Article 9:<\/strong> <\/span>the secretariat of the council is provided by the vice dean responsible for post-graduation, scientific research and external relations, which provides all documents and means necessary for the accomplishment of its means and ensures the preservation of archives.<\/p>\n

 <\/p>\n

Article 10:<\/strong> <\/span>this decree will be published in the official bulletin of higher education<\/p>\n
